Australia’s 2025 Migration Program: Big Shifts in Skilled and Student Visas

Australia has rolled out major immigration changes in 2025 aimed at managing population growth, easing housing pressure, and targeting skills shortages. With a rebalanced migration intake and new visa policies, the landscape for skilled migrants and international students is shifting dramatically.

Skilled Migration Gets a Boost

The government has maintained the permanent migration cap at 185,000 places, with nearly 70% allocated to the Skilled stream and 30% to Family visas. New updates to the points-based system and the rollout of the Core Skills Occupation List (CSOL) are meant to attract individuals with experience in high-demand sectors such as healthcare, engineering, and tech.

Employer Sponsored visa allocations have increased to 44,000 places, and the Temporary Residence Transition stream now offers a clearer path to permanent residency.

Student Visa Reforms: Fees, Caps, and Stricter Rules

The Student visa (Subclass 500) has seen its application fee jump from A$710 to A$1,600, with expectations of a further rise to A$2,000. A national enrollment cap of 270,000 students has been introduced to relieve pressure on the housing market and infrastructure.

This has triggered concern among universities and education providers, who fear a decline in overseas enrollment and revenue.

New Visa for Global Talent

The government has scrapped the Global Talent Visa and introduced a new National Innovation Visa. This streamlined visa targets professionals in AI, clean energy, cybersecurity, and advanced manufacturing. It offers a direct route to permanent residency without the requirement of holding a temporary visa first.

Opposition Pushes for Lower Migration

Australia’s opposition Coalition has called for a 25% reduction in permanent migration, proposing to lower the intake from 185,000 to 140,000 annually. They have also proposed a two-year ban on property purchases by temporary residents and foreign investors in an effort to improve housing affordability.
